If your party needs little to no rounding, though, the go-to spells that all OP bards should have are Counterspell and Fireball.
Counterspell can counteract any spell as long as you roll high enough, which is a massive advantage to anyone with a lot of bonuses as your OP bard will have. This rounds you out, as well as rounding out any party that could do with a little more firepower. Any normal bard at this level would only just start to pick their extra spells. But your OP bard is leagues above the simple mortals.
You can make any problem disappear with a single failed Charisma saving through — which the creature will most certainly fail, due to your superior buff and bonuses. It gives you an invisible wall with a range of feet, which allows for some pretty serious crowd control and awesome spell combos with your resident spellcasters.
A snow creature that can be repaired in an alchemical laboratory, no less! Chain Lightning is another good spell to help your round out your damage. It does a ridiculous amount of damage 10d8and still takes half on a successful dexterity save. Clone is a risky one, but it gives you the chance to be completely immortal. That sounds awesome, so I totally want to let him do this. He wants to start with it at level 1, so I would imagine it would simply be a custom mundane weapon. From a RAW 5e standpoint, there are no bardic instruments that are also weapons. Seeing as you, the GM, seem totally OK with this plan of action, we can assume that we just need a way to balance the item not justify its existence.
Stats - For all fighting purposes, this is a sword, the instrument does nothing to change that. I would just take a weapon such as a long sword and import that stat block entirely. You and the player can work out exactly which weapon you use as a template.

The simplest metric would be to take the cost of the weapon and the cost of the instrument and add them together. You may even consider just giving the item to him due to his back story. If it gets damaged or lost you can worry about a cost then.
Usability - This one is a bit trickier. In DnD 3. X the bard would just need to take Exotic Weapon Proficiency for this item. Unfortunately exotic weapons don't exist in 5e RAW. You've got 2 options here. This is probably the closest to RAW you can get, but if could lead to other players feeling like the bard got a sweet toy with no negatives for free. Bards use their instruments as a spell focus that allows for bardic casting.
For most bards this involves making a conscious choice to forgo holding a weapon or shield so that they can have their instrument in-hand. If you are worried about this being over powered, you could make the bard declare if he is using his scimiguitar in "instrument mode" or "sword mode" each round. This would limit his ability to make OA's and possibly other things down the line. It also starts with the Blade Flourish ability, which grants access to a few special flourishes that you can use when you attack at the expense of your bardic inspiration dice.
The College of Whispers is an admittedly fun, but not universally useful class that adds a little rogue flair to the bard class. It gives a lot of very good abilities that are useful for heavily social campaigns, but are fairly useless in dungeon crawls. The ability to disguise yourself as someone you recently killed gives you a bit of an advantage over other disguise spells because it lets you more flawlessly impersonate your target with casual knowledge of their memories.
If your DM is running an intrigue campaign, this is probably one of the better bard subclasses — or subclasses in general — to choose, but it loses points for being so narrowly focused. The College of Glamour adds a bit of fey folk flavor to your bardic abilities. Mostly, it lets you take on a beautiful and otherworldly appearance that lets you charm and ensnare others.
Mantle of Majesty is an interesting ability that lets you cast Command as a bonus action every turn, making it useful for locking down single enemies.
Unbreakable Majesty, which you get at the 14 th level, forces enemies in an area to redirect attacks against you toward your presumably tankier allies, or if it fails, opens up weak points to your attacks. Overall, an interesting subclass that will come in handy in a variety of situations. If you were intrigued by the College of Swords, choose this subclass instead. You get better weapon and armor proficiencies, your allies can use your Bardic Inspiration to deal extra damage or boost their AC instead of you wasting them on flourishes, and you even get the same extra attack.
This is a great subclass for small parties, where you might need a true jack-of-all-trades to be a caster, secondary damage dealer, secondary healer, and front-liner all in one. However, in larger parties it might lack focus. Maybe the College of Valor takes jack-of-all-trades a little too literally.
